To get the lost cost for buyers back resulting in a cut-throat competition among suppliers, so the buyers have to change their suppliers often following the lowest pricing offers moving among suppliers; The other one reason is the suppliers could just be reliable for the buyers with some decent business conduct characters even if the suppliers price offers are a little higher.
